How do you move the Dialer application you just purchased so it can be one of the DOCK icons at the bottom (4 icons at the bottom of your iPhone)?
You can customize the layout of icons on the Home screen—including the Dock icons along the bottom of the screen, by "Rearranging" the icons:

Touch and hold any Home screen icon until the icons begin to wiggle.

Arrange the icons by dragging them.

Press the Home button to save your arrangement.
